CARROLL EDUCATIONAL TELEVISION (CETV-CH21) serves cable subscribers with educational and school based programming from all educational institutions in the Carroll County Public School system.

Carroll Educational Television is Carroll County Public School's educational access channel. CETV is a division of Community and Media Relations and is located at the CCPS central office building, the Winchester Building, at 125 North Court Street in Westminster, Maryland.

CETV offers a video bulletin board for school announcements, educational programming, and staff development videos. CETV provides: information about the school system, live board meetings, local in-house productions, programs that supplement the instructional program and programs of general education interest to the public.
